Do employees in Egypt have to file a tax return?
Usually not. Article 31 of Unified Tax Procedures Law No. 206 of 2020 requires every taxpayer subject to the Income Tax Law to file an annual return, then exempts three cases:
- People whose only income is a salary and similar pay.
- People whose only income is from real estate, where their net income from it does not exceed the tax-free band.
- People whose only income is a salary plus real estate income, where their combined net income does not exceed the tax-free band.
The reason is that salary tax is handled entirely by the employer. The employer withholds it every month and files a quarterly return in January, April, July and October. At the end of the year, the employer prepares a final settlement return, filed during January, showing your total pay, deductions and exemptions, and pays any tax difference due.
When do you have to file?
The exemption falls away as soon as you have taxable income of any kind other than a salary. Common examples:
- Commercial or industrial activity: a shop, online selling or a small business.
- A profession or freelance work: a doctor with a clinic, a lawyer, or a self-employed designer or developer. The Egyptian Tax Authority says that online selling, content creation and freelance work are subject to the Income Tax Law, and that it has issued dedicated guidance on how each is treated.
- Real estate income that, together with your salary, goes above the tax-free band.
In these cases, individuals must file the return before 1 April of the following year, so by 31 March 2027 for 2026 income. The tax shown on the return is paid on the day you file it, after deducting any tax already withheld or paid in advance, under Article 32.
Payments you receive from anyone other than your main employer, such as a fee for a lecture, are taxed at 10% with no allowances, withheld by whoever pays you, as explained in the guide to taxes in Egypt.
How do I register and file online?
Article 32 says the return is filed through the available electronic channels, once you have a password and an approved electronic signature. The portal is the Egyptian Tax Authority's electronic tax system at eservice.incometax.gov.eg, and there is a user guide on the Authority's website.
If you are not registered with the Authority, its services guide describes a simplified registration service for individuals who are not yet taxpayers:
- You apply through the electronic tax system on registration form 1/12.
- The main document is a copy of your national ID card or passport, or a power of attorney if someone else applies for you.
- You choose your reason for registering from a list that includes salary tax, online selling, capital gains and property transactions. You can choose more than one reason.
- There is no fee, and the service takes 5 working days from the date a complete application is submitted.
If you are starting a business or profession, you need a full registration, which may involve a site visit to your premises, according to the same guide.
What are the fines for filing late?
Under Article 69 of the Unified Tax Procedures Law, filing the return and paying the tax up to 60 days late is punished by a fine of at least 3,000 Egyptian pounds, on top of the tax itself. Article 70 punishes not filing for more than 60 days with a larger fine, which doubles if it happens again within three years.
The Egyptian Tax Authority's FAQ page says the fine can reach 2 million Egyptian pounds if the delay is more than 120 days after the deadline. So a late return in Egypt is not a minor offence, even if the tax due is small.
If you find a mistake after filing, Article 33 requires you to file an amended return if you find it within the year after the deadline. If you file the amended return within 30 days of the legal deadline, it is treated as the original return. In that case, the error or omission does not count as tax evasion, unless the Authority has already notified you that an audit has started.
Can I get a refund if too much tax was withheld?
For employees, the correction comes first through the January settlement, which the employer prepares on the basis of the full year's income. The law gives you the right to ask your employer for a statement showing your name, the type and amount of your income and the tax withheld, so keep it every year.
For people who file a return, Article 32 says that if the tax deducted is more than the tax due, the excess is used to settle any earlier amounts owed. If there are none, the Authority must refund the excess, unless you ask in writing for it to be used to pay future taxes.
Article 53 requires the Authority to refund the tax within 45 days of a refund request with complete documents. Otherwise you are owed late-payment compensation at the Central Bank's announced credit and discount rate plus 2%.
Worked example: an employee who pays life insurance premiums
An employee earns 15,000 Egyptian pounds a month, or 180,000 Egyptian pounds a year, and has no income other than the salary. The figures below come from the Egypt calculator using the 2026 rules.
With no extra deductions: the employee's social insurance share is 19,800 Egyptian pounds and the personal allowance is 20,000, leaving a taxable base of 140,200 Egyptian pounds. Tax: 1,500 in the 10% band, 2,250 in the 15% band and 14,040 in the 20% band, so 17,790 Egyptian pounds a year, or about 1,482.50 Egyptian pounds a month.
With a life insurance premium of 10,000 Egyptian pounds a year: the Egyptian Tax Authority says that an employee's contributions to private insurance funds, and insurance premiums for the employee, their spouse or their minor children, are deducted when salary tax is worked out, up to 15% of net income or 10,000 Egyptian pounds, whichever is lower. 15% of 140,200 is 21,030, so the full premium is deducted. The taxable base becomes 130,200 Egyptian pounds and the tax 15,790 Egyptian pounds, a saving of 2,000 Egyptian pounds a year.
Since this employee does not file a return, the practical way to benefit is to give the premium documents to their employer, so they are included in the monthly calculation and the January settlement. This is an illustration, and each employer collects documents in its own way.
What if you are an Egyptian working abroad?
A salary paid by a foreign employer for work you do outside Egypt is outside the scope of Egyptian salary tax, so there is nothing to file a return for in Egypt. The details and exceptions, such as people paid from the Egyptian treasury, are in the guide Do Egyptians working abroad pay tax in Egypt?.
But watch for two cases:
- If you still have a business or taxable income in Egypt, such as a shop or a clinic, you must still file a return for it on time.
- Article 31 says a taxpayer whose residence in Egypt ends must file a return at least 60 days before it ends, unless it ends suddenly for a reason beyond their control.
If the country you work in taxes income that comes from Egypt, see the guide to double taxation. To compare before you move: Egypt or Saudi Arabia and Egypt or the UAE.
Practical steps for employees
- If your only income is a salary, you do not have to file. Ask your employer for a yearly statement of the tax withheld and keep it.
- If you work for two employers, make sure the second one withholds the 10% tax on what it pays you.
- If you start freelancing or selling online, register on the electronic tax system and file your return before 31 March.
- Give your private insurance premium documents to your employer to lower your taxable base.
To understand the tax bands and social insurance limits, read the guide to taxes in Egypt and try your own figures in the net salary calculator. To compare with neighbouring countries: Jordan or Egypt and Egypt or Morocco.
