How is salary tax worked out in Syria in 2026?
Tax is worked out monthly. Start with the monthly salary, then subtract the 7% social insurance contribution and any exempt allowances such as the transport allowance. The result is net monthly income.
Under Legislative Decree No. 30 of 2023, an amount equal to the general minimum wage is exempt from net income, and the bands then apply: 5% up to 2,500 new pounds, 7% up to 4,500, 9% up to 6,500, 11% up to 8,500, 13% up to 11,000, and 15% above that. These rates include the national defence levy, the municipal share and the development contribution.
However, the minimum wage has been 12,560 new pounds since 1 May 2026, which is higher than the top of the fifth band. So everything above 12,560 pounds of net income is taxed straight at 15%. Example: on a salary of 30,000 pounds, social insurance is 2,100, leaving 27,900, and the tax is 15% of 15,340, or 2,301 pounds.
What is the new Syrian pound, and how does it affect salary calculations?
Under Decree No. 293 of 2025, a new Syrian currency was introduced by removing two zeros, and the currency exchange began on 1 January 2026. Every 100 old pounds equal 1 new pound.
All figures on this page are in new pounds. The previous tax-free amount of 837,000 old pounds equals 8,370 new pounds, and the band limits in Decree 30 of 2023 (250,000 to 1,100,000 old pounds) equal 2,500 to 11,000 new pounds. If your payslip still shows old figures, divide them by 100.
How much social insurance comes off your salary in Syria?
The employer deducts 7% of fixed monthly pay for a worker registered with the General Organisation for Social Insurance, and this contribution is subtracted from income before salary tax is worked out.
The employer pays a bigger share on top, but we could not confirm the current rate from an official source, so it is not shown in this calculator's employer cost. Many private sector workers are not actually registered, which leaves them without pension and work injury rights.
What changed in 2025 and 2026?
In July 2025 the Ministry of Finance raised the tax-free amount from 279,000 to 837,000 old pounds a month after a pay rise, and said this amount applied to salaries until the end of 2025 pending a new tax law.
In 2026 the currency was replaced. The President then issued Decree No. 67 of 2026, adding 50% to public sector salaries and raising the general minimum wage, including for private sector workers, to 12,560 new pounds a month from 1 May 2026. The Ministry of Finance confirmed that this amount is also the tax-free amount.
Where does Syria's new income tax law stand?
In 2025 the Ministry of Finance put a draft new income tax law out for public discussion. It is based on an exemption of 60 million old pounds a year for individuals (600,000 new pounds), then 6% on the first 5 million old pounds and 8% above that. It was due to take effect at the start of 2026.
As of the date this page was updated, we found no published text showing the new law had been issued and was in force, and professional references in March 2026 were still using Law No. 24 of 2003, as amended. So the calculator applies the old rules that are in force, and we will update it as soon as the new law is officially issued.
How are bonuses and allowances treated?
Regular allowances that come with the salary, such as specialisation and responsibility allowances, are added to salary and taxed at the progressive bands. One-off payments, such as bonuses and overtime, are taxed at a flat 5% with no tax-free amount.
Transport and travel allowances are exempt, as is a representation allowance of up to 25% of fixed pay within a maximum. End-of-service and work injury compensation are also exempt.
Practical tips for people working in Syria
Make sure your employer registers you for social insurance on your real pay. Your 7% contribution is what secures your pension and work injury compensation.
If part of your salary is made up of exempt allowances such as a transport allowance, ask for them to be shown separately on your payslip so they are not taxed. If you are paid in dollars by an organisation outside Syria, work out the equivalent in new pounds to see where you stand against the tax-free amount.
What changed in 2026?
- The new Syrian pound was introduced by removing two zeros under Decree No. 293 of 2025, and the exchange began on 1 January 2026.
- The general minimum wage, and with it the tax-free amount for salary tax, rose to 12,560 new pounds a month from 1 May 2026, under Decree No. 67 of 2026 and the Minister of Finance's implementing instructions.
- 50% was added to the salaries and wages of public and mixed sector workers from 1 May 2026 under Decree No. 67 of 2026.
For expats
Syrians in Turkey, Germany, Sweden, Lebanon and the Gulf pay the taxes of the country where they work on their salaries there, and Syrian salary tax applies to salaries for work done in Syria. Anyone thinking of moving back to work in Syria will find a fairly low tax burden: 7% social insurance and only 15% on anything above 12,560 pounds a month. But local salaries are very low compared with abroad, with the minimum wage worth about 100 US dollars. Anyone working remotely for an organisation outside Syria and paid in dollars should watch for the new income tax law, because it will completely reorganise how individuals are taxed.
Salary and wage tax rates
| Annual taxable income (SYP) | Rate |
|---|---|
| 0 to 30,000 | 5% |
| 30,000 to 54,000 | 7% |
| 54,000 to 78,000 | 9% |
| 78,000 to 102,000 | 11% |
| 102,000 to 132,000 | 13% |
| Over 132,000 | 15% |
The legal schedule is monthly, in new pounds (shown here as annual figures): 5% up to 2,500 pounds, 7% up to 4,500, 9% up to 6,500, 11% up to 8,500, 13% up to 11,000, and 15% above that. However, the tax-free minimum has been 12,560 pounds a month since 1/5/2026, which is higher than all the lower bracket limits, so in practice everything above 12,560 pounds of net monthly income is taxed at 15%.

Property sales are subject to a real estate sales tax under Law No. 15 of 2021. In July 2025 the Ministry of Finance announced changes so that it is worked out on the value stated in the contract instead of the market value, with the fees merged into a single tax, but we could not confirm the rates applied in 2026 from an official text. We found no official source on how individuals' gains from selling shares are taxed. The draft new income tax law put out for consultation in September 2025 does not tax the transfer of company shares, but we have not confirmed that it has been issued.
Dividends
Income Tax Law No. 24 of 2003, as amended, was still being applied in mid-2026, according to Ministry of Finance decisions.
